The City of Port Colborne is considering a new approach to funding and managing major infrastructure projects without adding pressure on taxpayers.
City Council is exploring the creation of two Government Business Enterprises that would take on the construction, ownership, and maintenance of water, wastewater, and other infrastructure needed for the East Side Employment Lands, home to existing and future industrial developments, including the Asahi Kasei Battery Separator Canada site.
The GBEs would provide more flexibility for financing and management while maintaining Council oversight.
If approved, the initiative would allow Port Colborne to secure independent financing for critical infrastructure while supporting sustainable economic growth.
