Port Colborne City Council is taking steps to address rising water and wastewater costs and reduce duplication with Niagara Region.
At its April 28 meeting, council approved further study into options, including the potential creation of a City-owned municipal services corporation to manage services locally.
Officials say the model would keep services public while improving efficiency and stabilizing rates.
Staff have been directed to consult the province, develop a business case and engage residents. No final decisions have been made.
