2025 was a year of change for many across the Niagara Region - including Jessica Ruddell, Welland's new Chief Administrative Officer.
After stepping into the role on an Acting basis earlier in the year, Ruddell was named permanent CAO in December.
She says it's now how she saw her year going, but she's grateful for the opportunity.
Ruddell says it's been a learning curve, but the support from across the city has been incredible.
With more than two decades of municipal service in senior leadership roles, Ruddell joined the municipality in January 2024 and has served as Acting CAO since October 20th.
During her time with the City, she has developed a strong understanding of the organization and its strategic initiatives and has demonstrated a clear commitment to supporting Council and staff through key planning and budget discussions.
